How a Bill Becomes Law:

  2. Second Reading.
  3. Referral of the Bill to the Parliamentary Committee on Justice and Human Rights. At this stage, organizations and individuals can make comments to the Committee on the legislation.
  4. Third and Final Reading in the House of Commons.
  5. First Reading in the Senate.

  8. Third Reading. If there are no changes recommended by the Senate, it goes for Royal Assent. If there are changes, it goes back to the House for approval of Senate changes and then to Royal Assent.
